Sutton Trust Research states -or restates - the obvious but Former Labout minister, Frank Field was arguing on the radio this morning that it was deficient culture not economic circumstance that was to blame. The solution then is moralisation not a reduction in levels of poverty. We have heard this before - over the last two hundred years!
