A CRACKDOWN was ordered on illegally, privately-owned kindergartens after Monday's arson at a school in Henan Province, according to the Ministry of Education. The ministry issued a circular urging all schools and kindergartens to reinforce security measures, on-campus management and prevent strangers from entering.
