'Poverty is not the main reason why people are poor' writes Polly Toynbee of Frank Field's review of poverty. Field takes the view that it is not a more equitable distribution of income and wealth that will eliminate poverty but moralisation. This Victorian view has the advantage of being cheap but fails utterly to comprehend the link between poverty and the way people adapt to it through culture - the lifestyle choices they make.
