Curb free play

Play is contrasted with literacy, communication and language teaching and seen as less valuable in this report of an evaluation of the foundation phase in Wales but it was reported in the TES in 2003 that "Playing sociably and toilet training will take priority over reading and writing in the 2003 Welsh early years curriculum. The new foundation stage for three to seven-year-olds will replace the foundation and key stage 1 phases shared with England where tests mark the end of the stage". It would seem that the Welsh foundation phase is being criticised for what it was intended to do.
