Sure Start: Battle lines drawn over the best start for children | Politics | The Observer

The following caught my eye in this story of how Sure Start may become an electoral issue in the UK: 'There is a widespread belief that the social mobility argument has lost out to the childcare agenda'. No surprise there as it was meant to and is consistent with the Lisbon agenda and the subsequent Barcelona European Council. The UK is a 'workfare' not welfare state and the principle aim of Sure Start is to get mothers with children into the paid labour market.
