An interim report for the Primary Review claims that, 'standards of reading have remained more or less the same over a very long time – since the 1950s'. While this has hit the headlines the review, 'Standards and quality in English primary schools over time: The national evidence' provides a lot of evidence for the 'grammar of schooling' notion that indicates the barriers to change in schools.
