9 out of 10 British threes and fours are now in education, marking a huge rise from around 6 out of 10 in 1998. New Labour's push for early years programmes has put the nation at among the OECD's highest spenders for pre-schooling and its school entry age is still among the world's lowest (meaning it has fewer more [younger] schoolchildren and fewer pre-schoolers relative to other countries). All of this sounds peachy, so why does Britain fare so poorly? Large class sizes, say some. A whole range of quality problems, say others.
