yes; i have obtained a copy of this today having seen it flagged up in various periodicals..i am anticipating something similar to EPPE, Perry, High/Scope (a student told me recently that the "/" was a typo that just stuck!), Schweinhart and so on....
as an advocate of quality groupcare, tempered by Leach recently, this sort of justification in the addressing of inequalities of life-chances is importnat and persuasive
